Want to tune a sub to 33hz

in your opinion, is 2.6 cuft enough for 12" 1000 watt sub?
Depends on the sub itself and what kind of boxes it works best in. 2.6ft^3 after sub and port displacement is on the large side for a normal 12" sub. 2-2.25ft^3 is pretty normal. If I had a 12" SSD I'd put it in 2ft^3 at 30-32hz.

 
It changes at what point the port starts radiating and adding loudness. Tune lower and you have better low end extensions because the port helps out with the low frequencies. Tune at 40hz and you'll have a lot of output above 40hz, but loudness will suffer below the tuning frequency. Below the tuning frequency you have a 24db per octave slope at which the volume drops off.
