The best I've gotten with my 3.9V6 92 Dakota was about a month ago on an all highway trip... ~19.5mpg

then you probably get nearly exactly the same MPG as me...
except i have a 4,200 lb car... with a 340hp v8... and really heavy 22 inch rims

i think you might wanna get someone to check out your car, you should be getting better mileage than that for real...
