Video Editing Software

I know on Windows Movie Maker you can pause the movie clip and there is an option right below to save a photo of the current spot you are on.
Then you could add the image in through paint or photoshop
Thanks, but not what I am trying to do.

I want to have the image on top of the video throughout the video.

As example, you have a video clip of a lake. I want to take an image of a boat and put it in the video on top of the water, but the destination will still be a video.

 
For the money I would use adobe premier. You will need to have Photoshop to make your image into a key. A key is were you designate what part of the image you want to show and what part you want transparent. Final Cut pro is the best plus expensive and only mac base. I have been producing videos for a living for 27 years, yes I am old. I have 3 Final Cut systems at work, allot of movies now days are edited on final cut. Final cut is really spanking Avid right now. There is lots of sites that have great tutorials on it to help you.

 
I am looking for a program that I can edit video, and add an image into the clip, so the image is in front of the video without distorting the image size. Any suggestions.
sony vegas 6.0 or up. I got lots of copy to sell for $20. Just tell me know. its a $500 program
