Velleman hps140i help..

So, I just bought,and recieved a Velleman hps140i after hearing great reviews on it.Upon unboxing it, I noticed it had to be charged 7 hrs before I could even use it(according to the manual)..Well, I've charged it for 7hrs and it wouldn't come on; so I charged it another 3 hrs and still nothing..Am I missing something or did I possibly get a dud?Anybody have experience with this scope?Help is greatly appreciated.
