No it isn't. The DREAM scholarship at MTSU is a byproduct of affirmative action and is still in place. Ironically, another state school, Tennessee State University, as the opposite, lower standards for whites. Affirmative action isn't gone...the only thing that is gone is the use of race as an advantage in the university admissions process.
