Tweeters cracking at certain frequencies

Hello,
I've been having some issues with my tweeters/mid combo speakers for a while know. Specifically https://www.crutchfield.com/p_113XP6903C/Kenwood-Excelon-KFC-XP6903C.html

If im listening to a song with either a higher pitched voice or a piano, probaby around like 200-400 hz ill get cracking sounds. Almost like someone is moving the speaker cable in/out of the terminals or like brushing the pop filter on a microphone. i've replaced the tweeters once before for a different issue but that was because of faulty aluminum-copper connections.
Do you think the tweeters/3.5 speakers are damaged?

It looks like it says 850 Hz. 850 Hz being the point that the 3.5/tweeter combo starts. the 6.5 speaker is < 850 Hz. I can't find anything about the crossover point between the 3.5 and the tweeter. I'm assuming the tweeter is > 2000 Hz
