tuning, watts, and db's

I asked in another thread but it was off topic and didn't get many replies on this particular subject.

Let's say your HU is at 30/50 and your amp is tuned to 500wrms with a 0db test tone. If at 30/50 on the HU you play a -3db tone, does that mean you're only putting out 250wrms through your amp? It makes sense because a 3 decibels is twice as loud or soft.

Because of efficiency, you aren't actually putting out half of the power, but the amp would be making less power in order to play the softer note, yes.
