Trouble shooting this problem

Someone I know has a system with a 4 channel amp and a mono amp. He said that his power line fuse blew and ever since then his subs have been at a constant (high) volume regardless of what the volume is set at on the deck. The subs are always playing loud whether the volume is at 0 or 50. He also said someone was playing around with his deck around the time this happened. I think it started after the fuse blew but he wasn't really clear. Anyways I was going to try to hookup the subs to one of the channels on the 4 channel to see if that fixed the problem, but the speaker wire wouldn't reach and I didn't have any with me. Any ideas on what's wrong? I'm thinking his mono amp is shot (planet audio...).
