I think the parents shoulder a huge portion of the blame for this. I didnt get enough information from the article to even begin judging the kid.

He's a 10 year old boy, with 'behavioral problems', who was allowed to own a .22cal rifle, and allowed to store it in his room, with ammunition, with no adult supervision over it being loaded or used. I doubt overparenting was the problem here.
