The sentence was taken out of context. I'm talking about high crime areas. There are more blacks in the ghettos than whites. The whites that populate a high crime area (ghetto) fall under the same statistic. Flipx made a generalization that blacks are poor in his comparison post. Hence the reason for a higher percentage of blacks incarcerated than whites, even though whites commit more crimes. The crimes are concentrated to a demographic that is populated mostly by blacks.
The poorer you are = the more crimes you commit?
The chart an also show you that the decline of our nation's economy has raised the crime rate. Blacks are not as affected, because we are already "poor".
