Can you read? It's not the drivers discretion when it's a commercial addresses or unsecure apartment/condominium complexes. They're not allowed to deliver it unless someone is there to receive it. UPS states that clearly.

something like this is not ups fault i work for a delivery company and 95% of items can be left at the front door because a these delivery companies charge more to have a sig required so many choose not to pay it,i always try to have someone home to receive for expensive shipments or i pay the extra to have sig required,you have to understand these guys have 150 to over 200 stops a day they dont have time to knock on every door and wait some someone to answer they have to keep it moving this is the reason why they charge extra to get a signature in the first place
