Id venture to say the majority of 'professional' installers out there **** at tuning. Luckily for them, the majority of consumers dont even realize its necessary.

I know installers who can't tune a fish. But can install 5 remote start/page alarms before lunch break. They make good money but I wouldn't let them tune my system.
