Basically the entire surround and cone (is that correct terminology?) are ****** down. So when you push on the cone it feels hard as a rock and can not be pushed down any further, and can not be pushed up.

What I'm trying to say is that normally you can push the cone in and out with your hands. My sub can no longer do that, it is stuck completely.

What is wrong? and what causes this.

Okay. elaborate please? And what can cause this?

I just got this back, and apparently I sent it out like this.. Which is false, could this in any way happened during shipping? Or did I get scammed?

Too much clipped powa man, you tune fo thee shiz
you tune fo thee shiz ??? lol

Hmm, I just need to make sure that I couldn't have played any part in this before I make a post tell people not to trade with this guy. This really fucked me over. I'm in college have no money except 100$ put aside for books and this took 50$ out of my book fund so I'm really upset.

What sub/brand

It is a 15" RE SE. The sub is several years old, however most of that time was spent not being used. It was in perfect cosmetic and working order before I shipped it.

So now that, that is covered.. What are my options? I have never dealt with a bad member before..

Also, any chance of being able to recone on the cheap? Could be a nice learning process.

Well was it working before or did you buy it locked up like that?

When a cone locks up that means either the voice coil overheated and came apart in the coil gap or the sub bottomed out so hard(from too much power/wrong ported box) that it deformed the voice coil former and are now scraping against the coil gap in the magnet. Either way the sub is toast and will need a recone.
