woofersetc is a complete run around when it comes to warranty with them... sorry.If the other sub plays and this one does not. Its bad. Plain and simple. Woofersetc is an authorized dealer, so send it back under warranty
No, the sub doesnt move where the eye can tell. If you LIGHTLY touch it u can feel "movement" and Woofer is not good on return policy?the cone moves right? its not a shifted top plate issue? if you are reading the correct ohm load then There should be no reason for the sub to not be playing... Hook the thing up by itself and make the thing move.

so to clarify a few things, when you tested them individually, one sub was playing loud and had good excusion and then you switched it out and hooked up the "bad" sub on the same amp settings, made sure the pos and negative connections are all 100% correct, then played it and the sub barely moved? Yes, it was hooked correctly. It had no excursion that i could see. Only feel. No burnt smell, it did have a weird smell, not like smoke but something have never smelt before.correct! ^ unless you wired it wrong and blew it up yourself, does it smell burnt or anything?
