Subs playing music when radio is at 0 volume.

If the volume is all the way down and you are still hearing music through your subs, then you will have to turn down the gains on your line out converter. You can then turn up the gains on your amp.
I just turned them down all the way and then my subs were no longer making any noise. I then turned it up slightly so now when on zero, the subs are still making noise, just quieter.
 
I would do it opposite. Better to attenuate a strong signal.
True, but it depends on the system, which is causing an issue with his. If turn up the convertor, then you're boosting the signal that he's having an issue with. It might cause him to have to turn him amp too low to get good sound. It sounds like confusing, but I have run into this before, and that is what happened. I had to turn down the converter. Really, though, the radio should have removed all sound, but there must have been something wrong with the volume attenuator. When the customer installed a new radio, the issue went away.
