Subs are popping

My friend has 2 JL W3 12's the older ones with the **** dustcap and is pushing them with some Hart Audio Amp and whenever he turns it up the subs pop like a motha. I did not know what to tell him, it sounds like a connection problem to me because of the way they pop and that it does not have to be that loud to have them pop. They only do it on some notes and at times they do not pop at all. He ran the install himself and i tried to find out more info but could not. He could not even tell me how he had his subs wired up or what his amps specs or model number was. So with that said if you can not help it is understood but i figured i would try because i looked at his setup and i could not make out wtf he had going on.

are they over exerting? a dirty signal will cause the subs to distort quickly. The only way i have gotten a sub to "pop" was with too much power and a clipped signal

no they are barely moving. And i know the amp does not have enough to blow them.
