Does anyone know if the cubic feet of air space changes between ohms? I mean, does ohms even matter when it comes to air space? Cause I have a 4ohm sub but I could only find specs for the same sub but 8ohm online and i was wondering if they would require the same amount of air space or if the amount of required air space changes w/ ohms?

I don't think that matters. The only thing thats different is the resistance of the voice coils. but i'm not an expert in this area. i'm just assuming.

 
Ohms and airspace have little to do with each other directly. Indirectly they would effect each other. However, if what you are asking is- "will a given 4 ohm subwoofer work in an enclosure stated for the same given subwoofer only an 8 ohm model?" Then the answer is yes, it will.

What is your budget? With being exposed to Rain.. I would recommend looking at a marine grade SAS Bazooka for the sub stage

Don't forget Hoffman's Iron Law. You can have 2 of the 3: low end, efficiency/sensitivity or small enclosure size...
