stereo works but plays quiet

i have 2 6x9's running off my deck and they play quieter than they should. ive tried hooking them to my amp and they still play quiet. ive also tried switching all the wires and using other speakers but i get the same result. I got my head unit from my brother and it worked perfectly fine before i put it in my truck. the only thing i can think of is that theres something wrong with the deck or there may be a short in the power wire leading to the deck.. other than this im clueless ive spent hours troubleshooting and tried nearly everything. let me know if u have any ideas
