Speakers/EQ

I'm going to be buying a set of components after some more research but I just wanted an opinion on this. Should I spend 300-400 on a set of components and have no EQ? or Spend 150-200 on components and 150-200 on an EQ? I know some people will say 400 on speakers plus EQ but I have a budget I set for myself. I've had a few different EQ's in the past but my head unit now has some more adjustment than in my older set-ups. I have the Eclipse CD3100. I can adjust the bass at 60 ,80, 100 and 120. Mid is at 700 I think and the treble can be adjusted at 10k 12.5k and 15k. Only can pick one at a time..
