Software for determining peak hz on a MP3

There is a program out there thats rather small, that reads in the musical data from an MP3 and tells you where the peaks are during the song. Why, you ask, would I be looking for something like this? Driveby competition. I even had this application at one time, but i lost it, and I dont remember what it was called. I was hoping someone out there could remember it at least, if not have it.
