So I sent my ebay payment and.....

rating is 100% > which makes it ALL the more harder. if it was a BAD rating, i'd pretty much know what to do. but get pos./neg. info forces me into a gut feeling, if ya know what i mean. i guess i should give him the benefit of the dougt, BUT if it turns out bad, how long does paypal take to refund money? easy process? how can paypla know he DID or DIDNT send them out??

It's not hard to find any eBay auctions someone has participated in (whether winner or not) in the last 30 days if you know their eBay username - I took a guess and figured you use the same username there that you do here...and I was right. Further I guessed that it was the most recent auction that you won and again, I was right. Just like you see posted so often here ~ "Search" function exists for a reason.

I cannot answer how long PayPal takes to process a refund as I have never had to utilize that myself. I'm pretty picky about who I'll buy from on eBay and thus far that pickiness has served me well. To be protected under the Seller Protection Policy a seller has to ship using an online trackable courier (UPS, DHL, FedEx, etc) by which there can be no question about a shipment reaching its destination.

PayPal only allows for a refund request due to failure to receive won auction items for 30 days after EOA (End Of Auction). In your case, that would be July 15th.

If you've not heard something from your seller or received those Premier subs by July 14th I'd start that refund request process on that day.

What you can do right now is pull your seller's User Information using this link. (you'll have to be signed into eBay under your ID to use it) That will give you the name, physical address, email address, and telephone number that he used to register with eBay originally. If you've heard nothing in a few days (reasonable time for the wife to be released) then give him a call and then go from there.

well what if the package was sent out with USPS but no insurance and the cheapest method they have?? surface/economy?? would the package still be in the system to track?

If your seller ships them USPS it won't matter if he gets insurance or not. USPS won't insure any shipment that leaves the US as they have no physical control of it once it leaves the country. The only way to track a shipment when using USPS is to purchase Delivery Confirmation (an extra $0.60 or something like that) but again....as it is an international shipment seeing as you're in Canada then I do not think that Delivery Confirmation would be applicable to you either.

Like I said - only couriers that offer online tracking such as those I mentioned previously will keep your seller in accordance with the Seller Protection Policy. Going the United States Postal Service route won't help him with an international shipment.

I could have went outsied and used a smartphone like a blackberry, or a treo. But I think it is a scam. I would cancel the payment. And when he contacts u about his money see how long it takes for him to realize that u did not pay him. And then tell us what he says.

 
I bought a kenwood excelon hu off ebay. The guy said his daughter was in and out of the hospital. Im like okay, being as I have a son I wouldnt ship it out right away either. My sellers feedback was like 99%. It took about 2 weeks or so and I got it brand new in box like said. So I would wait it out personally

 
re: paypal payment cancellation;

Paypal will return your loot if no response is obtained from the party to whom you've sent payment in (a week, ten days, some shit like that.)

Read the TOS.
