If you want to go budget on fan control you'd probably be best looking into computer accessories since it's a huge market and the prices are good. They're also PWM and have better displays, and the fans that affix to them will be cheaper. That's my advice, but the car audio stuff will be purpose-built so it's up to you how customized you want to go with it.
