Smaller subs vs. Larger subs - accuracy

I am having a discussion with someone who is trying to convince me that smaller subs will be more accurate and sound cleaner than bigger subs. It is my opinion based on what I have heard and read that in the right enclosure, the size of the cone does not dictate the SQ of the sub, it's speed, or accuracy. Am I right or am I missing something? Anyone have any evidence of this fact?

 
I have this discusion atleast once a week with people who say 10" for tight bass, 15" for booming bass. The design of the sub and the enclosure it is in determines how it will sound. Not the size.

 
I also had this discussion with a friend of mine that doesn't know as much about audio as he thinks. He wanted to sell his 12 for two 10s or 8s because he wants higher bass. I told him to just get a box that's tuned higher its not the sub.
