Sine wave power is continuous RMS. Most people think an RMS rating is continuous, but it's not necessarilly so. It's entirely possible to take an RMS measurement in a tenth of a second. That's why the CEA standard was created, so that everyone uses the same methods of measurement.

The "RMS" rating is the rating of that horizontal line in the pic that was just posted. It is the center of a sine wave.
