Simple question.. amp

i purchased a kicker zx300.1 and am running it at 4 ohms to an R 15 right now (yes 150 watts.. til i get a new amp)

but this thing is making my sub move a lot for such a small amp. I set the gain with a DMM.. the gain is on exactly 1/3 and my sub-out is less than half

could an R move pretty well with only 150 watts? or is my 50htz tone off?
