I would not buy a rusty sub, especially off eBay.

I cant imagine what RE will think once they receive it.

Definitely not enough. I get port noise like hell and not near enough output for a 12" LI.

If it's being reconed and those are the "before" pics like the seller says, I'm sure whoever's doing the recone will notice and take care of any excessive rust.
