OK if I'm running two four channel amps and 1 mono and I already have 1 set of 16ft 4-channel RCA's and two 16ft 2 channel RCA's, how many do I need if I'm running a DSP (PPI 88r) with 2 in 8 out?

You need one more channel unless you will bridge at least one pair of full range amplifier channels. How many speakers are you running?
