It could be some factory lining in an attempt to whether proof the door, I am not sure... My door panels, or any car I have taken apart, has had that in it. You can remove it, I dont see the harm.
If i dynamat, do I just do the area that the plastic is covering, or are you supposed to dynamat the the inner area of the door(the metal that makes up the out door panel.

The plastic sheet is a "vapor barrier" = oem attempt at creating a protective shield over the electronic components in the door in case of leaks. It helps a little, I usually try to put it back on If I can. I tend to deaden the skin ( exterior door panel ) as well as the inner door frame.
