question about wiring @ 2 ohms

I have an alpine mrp-m450 and it says @ 4 ohms it has 220 watts rms power, and @2 ohms it has 400 watts rms power. I have been told wiring my subs in parallel will give me the max power, and I was wondering if this was true? or is there something else i need to do to wire my amp @ 2 ohms? I am asking because one of my buddies has the same alpine type e subs with a 350 watt amp, and it seems like his are a lot louder. and I think i may just have mine wired so there only getting 220 watts.
