Problem setting gain with DMM!

I have a Sony XM-2200GTX amp and im trying to set the gain using a dmm. I know that im looking for 44.7 volts but there is a major problem...

I have the amp hooked up and its bridged for 500w rms. I have a -3db 50hz bass cd in and my dmm hooked up to the wires. The problem is, im only registering a max of 18.7 volts with the gain ALL THE WAY to 100% and it registers about 6.5 on half way. I have the DMM set to V~ 200 and the bass boost is set to zero on the amp, deck is at default...

Please help, what is going wrong??????

 
Well i turned up the sub via hu from center (0) to about 3 and the max volts now is 60 so i set it to 45 volts. The gain is at about 70%

Will this still be clean bass? I dont want any bass boost or crap like that; it seems as if the sub output setting on my deck is like a gain, because i can also turn it to negative numbers too.
