PG M25 Help

I got a Phoenix Gold M25 from a guy at work. I was gonna buy it, but I hooked it up, and it wasn't putting out any volts on either channel. I hooked up a MM to across the channels, and it read around 5 ohms, so I thought the channels may be shorted out. He said if it didn't work, he didn't want it anymore, so he let me have it.

Took the cover off, unplugged the outputs to the channels, tested them (on the board) with a MM, and they read nothing(by nothing, the 1 that's always on my MM didn't change). Hooked it up from one end of the output wire to the other end, it read

.7 ohms, I figured this to be acceptable for small gauge speaker wire and gold plated terminals.

I figured since it was free, it wouldn't hurt to tinker with it. By the way, the board was in better shape than the PG Octane I took out of my car (R.I.P).

Anyone have any ideas of what could be wrong with it???
