oscilloscope vs multimeter

An O-scope is a much better method.

However, all you really need for setting your gains is some common sense. I run a lot more than rated power to all of my subs. Learn to tell when a sub is stressing. Understand what mechanical noise sounds like; what a hot voice coil smells like. You don't need to go to extreme measures to set your gain.
