Ok friend need setup

Ok a good pal of mine needs a set up, he has 1000 buck to spend on amp and subs,he wants for subs but I am changing that to 2 subs(anit got the space),What is the best spl while retaining some sq sub and amp for the 1000bucks?He is not worried about get brand name the amp could be a lanzar for all he cares,but he needs the best 2 sub and amp spl set up for a 1000 bucks thanks for any help
