which should i upgrade next:

buy some soundline slc's

buy a RL-p 15

or buy some nice shinny rims

Rims will probably cost the most out of the bunch I'd think... At least ones that would be worth the effort.

rims would be like 350 on my part(im getting 16's)

rims are just 'eye candy' go with what your going to enjoy the most... me personally i would choose the components
