need help!

friend gave me a new stinger capacitor. SPC505

Im trying to charge it, resistor came with it and is where my fuse used to be, light is lit up bright on resistor, but isnt getting dimmer. i feel like it shouldnt be taking 30+ minutes to charge, but there is no change in intensity on light.

anybody know what i could have done wrong??

 
I'm pretty certain that resistor is used just to discharge the cap, and not charge? If you want to use it, just hook it up.

 
i know you have to charge it with the resistor. if you just hook it up, it will draw too many amps and blow my inline fuse, found that out the hard way with a bunch of sparks. anybody else?
