Need help tweaking my amps level to its optimum.

Need help tweaking my amps level to its optimum or at least getting rid of that inside noise. ( I hear the inside speaker sound even when I turn off my radio.. at first, the level on my amp was tweaked too high so i lowered it.. but and it wasn't even tweaked too high. Could this be because i tweaked my pac oem-2 level control to the max to cause this?

both the pac oem-2 and amps have a frequency response of 20-20,000Hz

Should i tweak the 4 individual level controls back to the minimum? and just tweak the amp's level control?

Sorry I'm new with this..

also can anyone explain how can i work with the x-over range controls?

btw, it couldn't be engine noise. Its definitely noise when you tune the signal too high..

cause its there even wen the engine is off..

I've almost completely took out the noise.. but a little still exist and I'm trying to figure out if its really because i tweaked the level controls on my pac oem-2 to the max to make it happen like this.
