You can get way better equipment with $2K then what you listed. Be ready for a shit load of options to flow your way...

The W7 has a bloated MSRP, so you'll lose money as soon as you drive it off the lot. Sort of like buying a new sportscar. The L7's have a less bloated retail price, but get virtually no respect in the used market due to many factors such as initial quality, lack of recones, and who'd want to bother reconing square subs anyway. In a hobby where discussing retained value is a joke, both your choices rank especially poor in that category.

My vote goes for a DC Audio Level 4 15" in 4.5 net cubes tuned at 32Hz on about 1500@1. Decently loud, gets low, sounds great on music, and can be had for 1/4 of your budget.

There's too much opinion that factors in to get a straight answer to your original question op. Alot of people I know will never ever buy JL just because it's JL. Others buy JL just because it's JL.

Buy any solid 1,200watt rms amp at 1 Ohm (Many options, this forum likes sundown, audioque, etc)

Get this sub TC Sounds LMS-R 12" DVC Subwoofer | Parts-Express.com (For 270 shipped its a great deal and is as good if not better then the w7)

Put it in a Custom box (People on this forum can make you one for your car and make it sound the best) Say 120 to have one built for you.

Get a 0 gauge kit(Knu,Kicker, etc) ~100 bucks

Get a good headunit, this will have a factor on the sound quality.

You can always shop used and get great deals in the Classified section.
