need help from some1 who knows the law

i was at bloomsburg, PA all day today looking for an apartment cause i start at Bloom U in the spring. well i found a really freakng nice 1 thats close to campus and main street. my boy is moving in with me and 1 of our criteria is that there be a bar withing walking distance. well, at this place, main street is about 1/4 mile away. and theres 5-6 bars on that street. so thats kindof a long walk. ok, no biggie. so we go to the tavern nearest the apartment to check it out. its pretty nice.

so were talking to the people and 2 customers AND the bartender tell us how bad the cops are around bloom. apparently on weekends, there a cop on every corner of the bar waiting to catch people for DUIs. and supposedly thats how it is with every bar in bloom. so that sux big time, but then they tell us if were WALKING outside while intoxicated, well get a public drunkeness citation (even if we are causeing problems or making a scene). is that legal? can they do that? that seems so rediculous. and supposedly bloomsburg police department is ranked 3rd in PA for DUI charges.

Any1 here go to bloom? can any1 confirm this? and is that whole public drunkeness thing legal?

Matter of fact go up to the cops and shake there hand and say thank you for protecting me from not drinking anymore beer. I am sure he will understand why you said what you said to him after he takes a look at you.

I highly doubt there is actually a cop on each corner, just waiting for drunken idiots... There must be some higher form of crime in the city, a drunk pedestrian shouldnt be much of a worry for the police.

And the norm for public intoxication is that you sober up in a cell for the night..
