In a major victory for the White House, the Senate early Friday voted 77-23 to authorize President Bush to attack Iraq if Saddam Hussein refuses to give up weapons of mass destruction as required by U.N. resolutions.

Hours earlier, the House approved an identical resolution, 296-133.

The president praised the congressional action, declaring "America speaks with one voice."

"The Congress has spoken clearly to the international community and the United Nations Security Council," Bush said in a statement. "Saddam Hussein and his outlaw regime pose a grave threat to the region, the world and the United States. Inaction is not an option, disarmament is a must."

While the outcome of the vote was never in doubt, its passage followed several days of spirited debate in which a small but vocal group of lawmakers charged the resolution was too broad and premature.

The resolution requires Bush to declare to Congress either before or within 48 hours after beginning military action that diplomatic efforts to enforce the U.N. resolutions have failed.

Bush also must certify that action against Iraq would not hinder efforts to pursue the al Qaeda terrorist network that attacked New York and Washington last year. And it requires the administration to report to Congress on the progress of any war with Iraq every 60 days.

The measure passed the Senate and House by wider margins than the 1991 resolution that empowered the current president's father to go to war to expel Iraq from Kuwait. That measure passed 250-183 in the House and 52-47 in the Senate.

The Bush administration and its supporters in Congress say Saddam has kept a stockpile of chemical and biological weapons in violation of U.N. resolutions and has continued efforts to develop nuclear weapons. Bush also has argued that Iraq could give chemical or biological weapons to terrorists.

Iraq has denied having weapons of mass destruction and has offered to allow U.N. weapons inspectors to return for the first time since 1998. Deputy Prime Minister Abdul Tawab Al-Mulah Huwaish called the allegations "lies" Thursday and offered to let U.S. officials inspect plants they say are developing nuclear, biological and chemical weapons.

"If the American administration is interested in inspecting these sites, then they're welcome to come over and have a look for themselves," he said.

 

The White House immediately rejected the offer, saying the matter is up to the United Nations, not Iraq.

a few tactical nukes will solve the whole kim jung il problem......warn the civilians to move away from the nuclear plants and storage areas.....and to avoid all weapon areas/bases........and then just take them all out......hell, we wouldn't even need to use nukes.......regular high impact missles would probably do just fine....i recommend using low yield nukes to prove that we're not afraid to use our vast arsenal against pissant nations

apparently you have forgotten that NK has the fifth largest standing army in the world and any preemptive nuclear attack would result in a huge regional war.

 
uh were you here on 9/11? We were ready to give up our rights and blindly follow the president into what ever war he wanted..the American public (and the world) was outraged and ready to take action. it was only after bush got us quagmired in a civil war, one with no connection to 9/11, that we lost our outrage. He confused the issues of iraq and terrorism and now we dont trust him to tell us the truth or protect us from actual threats.

I'm not going to argue the war in Iraq was under false pretense and unneeded, especially because we now have our military bogged down in a quagmire with no way to leave and we may well need them to drop the hammer on countries that are truly threats to us. And please don't kid yourself- as soon as the first few casualties came home from Afganistan people were already crying that we should have tried negotiating with the Taliban. I am not a Bush supporter, but I can't subscribe to the "Democratic"point of view either which is to avoid armed conflict at all costs- sometimes the shitheads of the international community need an *** kicking. We are the boot.

North Korea has been a problem for a long time and has only been geting worse because it is run by a complete madman- this was an issue when Clinton mighty king of liberalism was president as well. The real problem is we have no leverage over NK because China has always had thier back, and we need to play nice with China. I highly doubt there will be a war in NK because of this. Personally I am far more concerned about a nuclear Iran than NK. NK having nukes is scary, but they are not likely to ever use them as nukes are really a political weapon not a true military weapon. If NK ever was to use one it would be turned into a cloud of vapor in reprecussion. Iran however would be far more likely to pass a nuke on to terrorists to use against us. If terrorists nuke us, with all the loose nukes from Russia floating around, it would be very difficult to blame Iran and get the payback I hope the American public would demand- although I am afraid our country has turned into such a bunch of liberal ******* there isn't anything that someone could do to us that would trigger the kind of outrage and unity that pearl harbor did. I fear this attitude of pussy-ness will be the countries downfall, not an ill-advised and un-needed war in Iraq.

It'll be sad if they have to send troops out again. The 913th(our local national guard) just came home yesterday, dont think they want to turn around and go somewhere else.

Never the less, this country is doomed.

You implied that people weren't mad after 9/11, i said they were ready to give up rights and attack those responsible. The camp statement was sarcastic; what more did you want, camps?

I think it is in the worlds best interest if someone is! I wish it didn't have to be us, but no other nation is as stable and powerful as we are. Unfortunately we now spend so much time dealing with the worlds problems we have tons of domestic issues that aren't getting dealt with. I believe that is more because of childish partisanship than anything else. Bush is a bad president. I doubt there are many that disagree with that statement. I just wish the democrats could give us ANYBODY worth voting for. Al Gore and John Kerry were/are both stiffs, and the only issue Kerry was firm on was the war. I keep hearing people talk like Hillary Clinton is the next dem. hope. This is rediculous! I just wish we could get a true moderate that had opinions down the middle like 80% of Americans, and maybey something could get done. I hate the far right conservitives (like bush has turned out to be after pretending ever so briefly to be moderate) and I hate the ultra- liberal left just as much- they don't seem to live in a world of reality like the rest of us, and yet the true majority of americans that are somewhere in the middle truly get shafted by these 2 groups of polititans taking turns rat-fucking each other to pass thier own special interests in spite of what is best for the country.

 
Well when a terrorist sneaks a dirty bomb through Mexico, and blows up a huge city with a nuke, people like you are who to blame.
Although i understand what you are trying to say, a dirty bomb is just a conventional bomb that is laced with nuclear waste. Basically it blows up and spreads nuclear waste throughout the area around it. dirty bombs do not blow up with any more force than the bomb would by itself.
