I have a ma audio 1500w mono amp on three punch 12inch hx2 with 2 guage power a bigger alternator onmy car and two dry cell battery's on my amp it say for max power it need 17 volts but it read at 14.5 volts but when the bass hit the volts on my amp drop to like 12.8 then go back up to 14.5 volts how I get 17volts that te amp need

17 volts? Who are they kidding?! 14.4 volts is normal at idle and 12.8 volts is normal during a bass peak. I'm not sure that 17 volts is possible without a MAJOR overload of your vehicle's electrical system. Even with 8 batteries and 3 high output/high voltage alternators I'm not sure that you could achieve 17 volts. However it does sound like you have a stable electrical system which I would be happy with. If you want to reduce the voltage drop then try a capacitor. I'm not very familiar with dry cell batteries so that may already be taking the place of the cap, I guess I don't know for sure. MA audio is a bit overrated (assuming that your MA audio is a Mobile Authority amp and not a Massive Audio amp)and try to look bigger and badder than they really are.
