IMO the Eclipse Aluminum 12 would be the best way to go. They have incredible sound quality, but they can get loud as ****.

Yes, I do have the '03 9500 15's. I have never heard the JL Audio W7. BUT to me personally I have never heard anything subwoofer-wise that has been as loud, but still remaining musical. There are only a small handful of subs that I could compare it to because I haven't personally delt with a large variety of different speakers. Some that I can tell you truthfully that didn't even come close to the 9500 series 15's are: IDQ, Rockford Fosgate, Eclipse, Bazooka, Kicker, Infinity, and Audiobahn. These are all of course in my opinion. Whether you choose to believe me or not is your own choice. I formerly hated mtx and swore I would never own any products of theirs again after a bad experience with a past pair of subs. BUT now I can honestly say they are awesome. I almost can't handle sitting in my truck with those subs resting right behind me, each in their own ported box, and each with their own mtx thunder 1501D amplifier powering them. My truck is a 2002 and my rear view mirror on the winshield has came loose. I am trying to figure out how I am going to keep it in place at this moment. I haven't had the system metered yet, but I am planning on attending a competition soon and once I get the official db I will be sure to post it on here.

I would say that an IDMAX in a properly built box would do the trick for ya.. I just happend to be selling mine too.. its a D4 so you can run it at 2ohms. It looks like you will be getting a new amp soon and you can get lots of cheap amps that run good power in 2ohms these days.
