is going over a subs rms rating by 200w ok

When playing music, you will be just fine. Pioneer does not overrate their products and Hifonics does. You'll likely to reach their physical power handling before you reach their thermal limits, anyway, as Pioneer SPL's have a relatively low xmax. Just make sure you set your gains properly.

 
it varies from sub to sub. there are some subs that wont even take rated power and there some that will take more than double what their rated at. im not sure about your particular model on how they preform and what they can handle.

some one correct me if im wrong, but i do believe the hifonics amps dont even do rated power so the amp wont actually give you the full 1200 rms.

Like they're saying by setting the gains properly, if you crank the gains and the bass boost and cause the amp to clip you're likely to blow the speakers. No clipping and you'll be good.
