Intermittent alternator charging

Ok guys. Been searching and searching and normally I can find the answer to my problems however this one I cant find anything.

Ill start off with my alternator only charges when...

-First few minutes after start up.

-on the freeway (3000 or so rpm)

-or when I turn on my headlights, ac, heat, turn signals and all the dash accessories.

However if I'm cruising down residential streets with no headlights, ac or anything my alternator doesn't kick in.

I had the alternator tested in was reading 14.2 volts, just like the voltmeter on my dash indicated. but as soon as I leave and start driving it kicks off. Then I can turn on my headlights or AC and it will kick back on. I know their is a problem because my battery voltage will read below 12.4-12.7. also the battery light does work with ignition on and upon start up on the car it turns off like it should.

Some ideas I had were possibly the voltage regulator?
