For me it would be a classic car lot where you could buy or rent them and it would be someplace besides here in Coos Bay, a place that doesn't have much appreciation for classic cars to sustain such a lot. If you can't afford to buy one of those nice cruisers or custom rods on Barrett-Jackson, how about renting one with insurance included for a day or two to enjoy? It won't be the cheapest ride obviously as who is going to let cars in the higher 5-figures go down the road for a pittance but it's a much cheaper thrill than actually having to buy the dang car and then deal with it's storage and maintenance, then when you get bored with it, having to sell it and buy something else. I'd aim for $100 a day rentals and given what $100 is worth these days, it's almost Cheap Thrills to have a crack at a 55 Chev, a 66 Mustang, a 77 ***** Am or whatever happens to float your boat.
With today's tracking devices and rev governors, it should be possible to keep people from getting away with stealing them or blowing up the motor.
I would also have a top notch shop in the back to be able to offer a real warranty to someone who buys a collector car. Power windows quit on you? A/C not blowing cold after 3 months and it's summer? Radio or stereo conk out? Convertible top stuck? I'd offer a warranty that is as good as the cars are. I'd also be sure to only stock cars in which getting the parts is easy.
That shop could also offer custom accessories. The line-level amps of today can combine with a retro-style AM/FM tuner in the dash to set a classic car up for some good sounds. Old school Moons, Cragar S/S's and wire wheels along with fancy whitewall tires cover what rolls. Updated brakes, electrical, HVAC....lots of things can be done in that shop and at a profit. This place isn't aiming for a mass market, it's aiming at the higher end collector market.
