I have to fix a halfassed install, help find the problem

haha if its a pioneer it is VERY possible that the preouts are toast they are notorious for crappy preouts.... not premier mind you PIONEER... my pioneers rcas are creating ground loop like bihotch... almost any other cd player works perfectly

 
I'll repeat - Disconnect one sub - if you have MORE bass - one is out of phase. To check just remove one wire from one of the subs, very easy

I still think the problem is the preouts. I'll have to mess with it soon.

 
Well if you even have slight output, then you must be getting some voltage from the RCA's, unless you are measuring them incorrectly.

I second the idea of only connecting one voice coil, or you could even try just a single driver in this case since you are running two, and see if that yields more output than the two. If so, you have a wiring problem. If not, then you have an RCA problem...

I tried to measure my RCA voltage in AC today and it showed zero. Maybe my DMM show below 1v? It's a cheap one. I hooked the + of the DMM to the middle piece that comes out of the RCA and the - of the DMM to the outer ring of the RCA. This is right isn't it?

 
If your getting output (even faint) signal is going through so that would indicate something is working and you should be getting voltage. Have you tried the sub setting on the HU or a different set of preouts?
