how to tell if a subs wasted

sub doesn't move, but when i push a little on the cone it gets power and moves. what could have happened to cause this? the voice coil seems to still be intact, any ideas?

oh and btw this was just a pos legacy 15 for 70$, but it states it has 450 w rms/800 max, i put 280 clean watts to it and it did this...
