How much should a 250 watt RMS sub put out?

Turn your gain up while playing music at the loudest setting you will EVER EVER EVER listen to (around 80% of your HU's maximum volume) and turn your gain up. You will eventually hear distortion/sub bottoming out. Back gain off slightly once this point is reached.

Keep in mind any EQ'ing/bass boost/etc. will reduce the volume before "clipping" occurs.

 
A cheap digital multimeter can be had for $10 at almost any department store with an electronics section. I know for a fact Wal-Mart sells them.

edit: I know a $10 DMM won't be as accurate as a $50 DMM, but for someone just looking to get a ballpark figure the cheap ones aren't too bad.
