again, have you tried shutting down everything but the essentials before playing it to see if that does it or not? if thats not the problem sorry. but if it is, its an easy fix

Im pretty sure I shut down everything I dont need.

Ill give it one more try, then its new processor time.

I can get it for like 50 bucks + cheaper.

On the contrary, your PC is probably rendering the video in software mode, as opposed to having your video card do the work.

Like playing Quake in a window with no drivers installed.
