help with electrical system

i emailed Iraggi and asked if they made any 16 Volt alternators and he replied "We can add an external adjustable regulator to your alternator.

Adjust from 13.4v to 21v $99.00"

so im not really sure what an adjustable external regulator does? since it can be adjusted from 13 to 21 volts does that mean i could just turn the knob to 16 volts and then my electrical system would be running off of 16 volts ?? im pretty sure that cant be right but i would like to figure it out
