Hello i would like to know a few budget friendly amps that could push 2 rockville w12k9s and not destroy them and sound great

You're 1/2 right. He has 2 wiring options which is 1/2 ohm or 2 ohms, def not 1 ohm.So you can wire them up at either 1 ohm or 8 ohm and then depending on your amp , you can either wire them in series to see a 4 ohm or two ohm load.
would recommend a Phoenix Gold RX1100.1 amp as it does 888rms at 2 ohms according to the certificate supplied during testing so that is close to 1000 watts, not that you would notice the difference if you had the subwoofers in a box and tried them out using different amps.
